Nuisance pedlars offering knock-off perfumes to passing shoppers are not breaking the law according to Luton Borough Council.
Sellers, who have been pushing their wares outside the Town Hall for months, do not require a licence.
A council spokesperson said they would be classified as pedlars as opposed to licensed street-traders, as they are mobile and do not have a fixed pitch.
The spokesperson said: “They could apply for a pedlar’s certificate, normally issued by the police.”
Shoppers are advised to purchase from a reputable source where a refund or exchange is available.
