Mr Anderson, of Dallow Road, and Mr Khan, of St Catherine’s Avenue, were arrested after an investigation by Met Police counter-terror officers.
Mr Anderson has also been accused of possessing information of a kind likely to be useful for terrorism.
Both have been bailed to appear at Westminster Magistrates’ Court on Tuesday 21 April.
The offences are alleged to have taken place in August and December 2014.
